Ingredient List:
1 pound, 12 ounces granulated sugar
1 pound margarine
4 eggs
1 pound, 14 ounces whole wheat flour
4 teaspoons baking powder
2 teaspoons baking soda
2 teaspoons salt
2 teaspoons nutmeg
3/4 cup milk, skim
4 teaspoons vanilla extract
1/4 cup orange peel, grated
1/2 cup sugar
1 tablespoon cinnamon

Directions:
Preheat oven to 375 degrees F.
Cream together 4 cups of sugar and the margarine. Then beat in the eggs, until mixture is light.
Mix the flour, baking powder, baking soda, salt and nutmeg together thoroughly. Then add dry mixture to the creamed mixture.
Add milk, vanilla and orange peel. Blend well.
Mix together the cinnamon and remaining sugar. Drop 1-inch cookie dough balls into the mixture. Place the balls on lined cookied sheet and flatten them.
Bake the sheets in a conventional oven for 8 to 10 minutes or until the cookies are golden brown. If using a convection oven, set the temperature at 350 degrees F. Cool the cookies on racks.
